  1.1                          A bill for an act 
  1.2             relating to education finance; establishing permanent 
  1.3             funding for gifted and talented programs as a 
  1.4             component of general education revenue; appropriating 
  1.5             money; amending Minnesota Statutes 1998, section 
  1.6             126C.10, by adding a subdivision; Minnesota Statutes 
  1.7             1999 Supplement, section 126C.10, subdivision 1. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 1999 Supplement, section 
  1.10  126C.10, subdivision 1, is amended to read: 
  1.11     Subdivision 1.  [GENERAL EDUCATION REVENUE.] For fiscal 
  1.12  year 2000 2001 and thereafter, the general education revenue for 
  1.13  each district equals the sum of the district's basic revenue, 
  1.14  basic skills revenue, gifted and talented revenue, training and 
  1.15  experience revenue, secondary sparsity revenue, elementary 
  1.16  sparsity revenue, transportation sparsity revenue, total 
  1.17  operating capital revenue, equity revenue, referendum offset 
  1.18  adjustment, transition revenue, and supplemental revenue. 
  1.19     Sec. 2.  Minnesota Statutes 1998, section 126C.10, is 
  1.20  amended by adding a subdivision to read: 
  1.21     Subd. 2a.  [GIFTED AND TALENTED REVENUE.] Gifted and 
  1.22  talented revenue for each district equals $10 times the 
  1.23  district's adjusted marginal cost pupil units.  A school 
  1.24  district must reserve gifted and talented revenue and must spend 
  1.25  the revenue only to: 
  1.26     (1) identify gifted and talented students; 
  2.1      (2) provide educational programming for gifted and talented 
  2.2   students; or 
  2.3      (3) provide staff development to aid in the teaching of 
  2.4   gifted and talented students. 
  2.5      Sec. 3.  [APPROPRIATION.] 
  2.6      The appropriation under Laws 1999, chapter 241, article 1, 
  2.7   section 68, subdivision 2, is increased by $8,752,000 for fiscal 
  2.8   year 2001. 
  2.9      Sec. 4.  [EFFECTIVE DATE.] 
  2.10     Sections 1 to 3 are effective for revenue for fiscal years 
  2.11  2001 and later.
