A bill for an act
relating to agriculture; appropriating money for an industrial hemp processing
facility.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $7,000,000 in fiscal year 2024 is appropriated from the general fund to the commissioner
of agriculture for a grant to Indigenous Hemp Cooperative to: (1) build an industrial hemp
fiber processing facility in an appropriate location; and (2) conduct industrial hemp research.
The commissioner, in consultation with the Indigenous Hemp Cooperative, shall determine
the location of the hemp fiber processing facility in northwest Minnesota to encourage and
support Tribal farmer participation in the emerging industrial hemp economy. The industrial
hemp fiber processing facility and the facility's supporting infrastructure must operate within
the guidelines of the Minnesota Industrial Hemp Plan as authorized by the United States
Department of Agriculture. This is a onetime appropriation and is available until the project
is completed, subject to Minnesota Statutes, section 16A.642.
