1.1 A bill for an act 1.2 relating to education; authorizing funding for career 1.3 and technical agricultural education programs; 1.4 appropriating money; amending Minnesota Statutes 1999 1.5 Supplement, section 124D.453, subdivision 3; Laws 1.6 1999, chapter 241, article 3, section 3, subdivision 1.7 2; repealing Laws 1999, chapter 241, article 3, 1.8 section 5. 1.9 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.10 Section 1. Minnesota Statutes 1999 Supplement, section 1.11 124D.453, subdivision 3, is amended to read: 1.12 Subd. 3. [CAREER AND TECHNICAL AID.] A district's career 1.13 and technical education aid for fiscal year20002001 and later 1.14 fiscal years equals the lesser of: 1.15 (a)$73$50 times the district's average daily membership 1.16 in grades 10 to 12; or 1.17 (b)2550 percent of approved expenditures for the 1.18following:1.19(1)salaries paid to essential, licensed personnel 1.20 providing direct instructional services to students in that 1.21 fiscal year for services rendered in the district's approved 1.22 career and technical agricultural education programs;1.23(2) contracted services provided by a public or private1.24agency other than a Minnesota school district or cooperative1.25center under subdivision 7;1.26(3) necessary travel between instructional sites by1.27licensed career and technical education personnel;2.1(4) necessary travel by licensed career and technical2.2education personnel for vocational student organization2.3activities held within the state for instructional purposes;2.4(5) curriculum development activities that are part of a2.5five-year plan for improvement based on program assessment;2.6(6) necessary travel by licensed career and technical2.7education personnel for noncollegiate credit bearing2.8professional development; and2.9(7) specialized vocational instructional supplies. 2.10 (c) Up to ten percent of a district's career and technical 2.11 aid may be spent on equipment purchases. Districts using career 2.12 and technical aid for equipment purchases must report to the 2.13 department on the improved learning opportunities for students 2.14 that result from the investment in equipment. 2.15 Sec. 2. Laws 1999, chapter 241, article 3, section 3, 2.16 subdivision 2, is amended to read: 2.17 Subd. 2. [SECONDARY VOCATIONAL EDUCATION AID.] For 2.18 secondary vocational education aid according to Minnesota 2.19 Statutes, section 124D.453: 2.20 $11,335,000 ..... 2000 2.21$1,130,000$3,830,000 ..... 2001 2.22 The 2000 appropriation includes $1,159,000 for 1999 and 2.23 $10,176,000 for 2000. The 2001 appropriation includes 2.24 $1,130,000 for 2000 and $2,700,000 for 2001. 2.25 Sec. 3. [REPEALER.] 2.26 Laws 1999, chapter 241, article 3, section 5, is repealed. 2.27 Sec. 4. [EFFECTIVE DATE.] 2.28 Sections 1 to 3 are effective the day following final 2.29 enactment.
