  1.1                          A bill for an act 
  1.2             relating to international trade agreements; monitoring 
  1.3             potential conflicts with certain international 
  1.4             standards; amending Minnesota Statutes 2000, section 
  1.5             116.07, by adding a subdivision; proposing coding for 
  1.6             new law in Minnesota Statutes, chapter 176. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 2000, section 116.07, is 
  1.9   amended by adding a subdivision to read: 
  1.10     Subd. 12.  [MONITORING POTENTIAL CONFLICTS WITH 
  1.11  INTERNATIONAL ENVIRONMENTAL STANDARDS.] The agency must review 
  1.12  and notify the legislature of any proposed or executed 
  1.13  international trade agreement that may adversely affect any 
  1.14  Minnesota law or regulation that falls within the authority of 
  1.15  the agency.  The agency may make recommendations to ensure that 
  1.16  Minnesota's environmental protection laws are not weakened by 
  1.17  international trade agreements.  The notice must be in written 
  1.18  form and must be sent to the majority leader of the senate and 
  1.19  the speaker of the house of representatives, and must be made 
  1.20  available to the general public. 
  1.21     Sec. 2.  [176.38] [MONITORING POTENTIAL CONFLICTS WITH 
  1.22  INTERNATIONAL STANDARDS ON LABOR.] 
  1.23     The department of labor and industry must review and notify 
  1.24  the legislature of any proposed or executed international trade 
  1.25  agreement that may adversely affect Minnesota laws and 
  1.26  regulations governing wages, working conditions, and 
  2.1   occupational safety and health.  Along with the notices, the 
  2.2   department may submit to the legislature any recommendations to 
  2.3   ensure that Minnesota's labor laws are not weakened by 
  2.4   international trade agreements.  The notice must be in written 
  2.5   form and must be sent to the majority leader of the senate and 
  2.6   the speaker of the house of representatives, and must be made 
  2.7   available to the general public.
