  1.1                          A bill for an act 
  1.2             relating to natural resources; designating the Root 
  1.3             River trail as a dogsled route; amending Minnesota 
  1.4             Statutes 1998, section 85.015, subdivision 7. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 1998, section 85.015, 
  1.7   subdivision 7, is amended to read: 
  1.8      Subd. 7.  [BLUFFLANDS TRAIL SYSTEM, FILLMORE, OLMSTED, 
  1.9   WINONA, AND HOUSTON COUNTIES.] (a) The Root River trail shall 
  1.10  originate at Chatfield in Fillmore county, and thence extend 
  1.11  easterly in the Root river valley to the intersection of the 
  1.12  river with Minnesota trunk highway No. 26 in Houston county, and 
  1.13  extend to the Mississippi river.  
  1.14     (b) Additional trails shall be established that extend the 
  1.15  Blufflands trail system to include La Crescent, Hokah, 
  1.16  Caledonia, and Spring Grove in Houston county; Preston, Harmony, 
  1.17  Fountain, Wykoff, Spring Valley, Mabel, Canton, and Ostrander in 
  1.18  Fillmore county; Dover, Eyota, Stewartville, Byron, and Chester 
  1.19  Woods county park in Olmsted county; and Winona, Minnesota City, 
  1.20  Rollingstone, Altura, Lewiston, Utica, St. Charles, and Elba in 
  1.21  Winona county.  In addition to the criteria in section 86A.05, 
  1.22  subdivision 4, these trails must utilize abandoned railroad 
  1.23  rights-of-way where possible. 
  1.24     (c) The trails shall be developed primarily for 
  1.25  nonmotorized riding and hiking. 
  2.1      (d) The Root River trail is a designated dogsled route from 
  2.2   November 1 to March 31.  Isonaur's Junction is the designated 
  2.3   parking area for dogsled users during that period.
