  1.1                          A bill for an act 
  1.2             relating to gambling; proposing an amendment to the 
  1.3             Minnesota Constitution by adding a section to article 
  1.4             XIII; allowing the legislature to authorize one or 
  1.5             more privately operated casinos with the state's share 
  1.6             of net proceeds as defined by law dedicated to highway 
  1.7             purposes and educational infrastructure. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  [CONSTITUTIONAL AMENDMENT PROPOSED.] 
  1.10     An amendment to the Minnesota Constitution, adding a 
  1.11  section to article XIII, is proposed to the people.  
  1.12     If the amendment is adopted, the section will read as 
  1.13  follows: 
  1.14     Sec. 13.  The legislature may authorize the establishment 
  1.15  and operation of one or more privately operated casinos.  Any 
  1.16  such casino must provide revenue to the state through a share of 
  1.17  the net proceeds of the casino, as defined by law.  The state's 
  1.18  share of the net proceeds must be used exclusively for highway 
  1.19  purposes and for elementary and secondary education buildings 
  1.20  and facilities. 
  1.21     Sec. 2.  [SUBMISSION TO VOTERS.] 
  1.22     The proposed amendment must be submitted to the people at 
  1.23  the 2002 general election.  The question submitted must be: 
  1.24     "Shall the Minnesota Constitution be amended to permit the 
  1.25  establishment and operation of one or more privately operated 
  1.26  casinos, with the state's share of the net proceeds dedicated 
  2.1   exclusively for highway purposes and for elementary and 
  2.2   secondary education building and facilities? 
  2.3                                      Yes .......
  2.4                                      No ........"
