A bill for an act
relating to state government; appropriating money to the commissioner of
administration for the State Demographer's Office.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; OPERATIONS OF STATE DEMOGRAPHER.

new text begin $190,000 in fiscal year 2018 and $190,000 in fiscal year 2019 are appropriated from the
general fund to the commissioner of administration for operations of the state demographer.

Sec. 2. new text begin APPROPRIATION; 2020 CENSUS COMMUNICATION AND
MOBILIZATION PLAN FOR STATE DEMOGRAPHER.

new text begin $250,000 in fiscal year 2018 is appropriated from the general fund to the commissioner
of administration for the state demographer to develop and support a 2020 census
communication and mobilization plan. This appropriation is onetime and is available until
June 30, 2019. The commissioner of administration may contract with one or more nonprofit,
community-based organizations to assist with implementation of the communication and
mobilization plan. The commissioner of administration may accept gifts or grants to support
these activities.

Sec. 3. new text begin APPROPRIATION; COMMUNITY OUTREACH FOR STATE
DEMOGRAPHER.

new text begin $....... in fiscal year 2019 is appropriated from the general fund to the commissioner of
administration for the state demographer to support communication and community
engagement activities and to provide grants for community outreach partnerships. The
funding base for fiscal years 2020 and 2021 is $....... each year and zero thereafter. The
commissioner shall report to the chairs and ranking minority members of the house of
representatives and senate committees with jurisdiction over the Department of
Administration by February 15, 2021, on the results of the communication and community
engagement activities. The commissioner of administration may contract with one or more
nonprofit, community-based organizations to assist with implementation of communication
and community engagement activities and reporting. The commissioner of administration
may accept gifts or grants to support these activities.
