A bill for an act
relating to higher education; establishing a pilot program to integrate basic
education and technical education for low-income students; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATIONS; INTEGRATED EDUCATION GRANT PILOT
PROGRAM.

new text begin $....... is appropriated from the general fund for fiscal year 2011 to the Board
of Trustees of the Minnesota State Colleges and Universities for grants to colleges for
a pilot program that provides integrated educational programming for low-income
students. The education must combine occupational English, adult basic education, and
technical education for employment through a program that is developed and delivered in
cooperation with a local adult basic education provider and a local workforce center. The
program must provide literacy education and workforce skills at the same time and in the
same location. Adult basic education and the workforce center must work in partnership
with the college to deliver a program that more effectively serves low-income students who
have competing demands of home, work, and education so these students can complete an
integrated educational program and find employment in a career with a family wage.

new text begin Each pilot project must report to the board on the program. The board must report
to the committees of the legislature responsible for higher education finance with an
interim report on the pilot projects by March 15, 2011, and the board must make a final
report by March 15, 2012, with recommendations for the continuation or expansion of the
integrated education grant pilot program.

until the end of fiscal year 2012.
