A bill for an act
relating to state government; requiring a report on interagency agreements and
intra-agency transfers with a value of more than $100,000; proposing coding for
new law in Minnesota Statutes, chapter 15.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) The head of each agency must provide quarterly reports to the chairs and ranking
minority members of the legislative committees with jurisdiction over the department or
agency's budget on:

(1) interagency agreements or service-level agreements and any renewals or extensions
of existing interagency or service-level agreements with another agency with a value of
more than $100,000, or related agreements with the same department or agency with a
cumulative value of more than $100,000; and

(2) transfers of appropriations of more than $100,000 between accounts within or between
agencies.

The report must include the statutory citation authorizing the agreement, transfer or
dollar amount, purpose, and effective date of the agreement, the duration of the agreement,
and a copy of the agreement.

(b) As used in this section, "agency" includes the departments of the state listed in section
15.01, a multimember state agency in the executive branch described in section 15.012,
paragraph (a), the Office of MN.IT Services, and the Office of Higher Education.
