A bill for an act
relating to capital investment; appropriating money for park and trail
development at the site of the Rock Island Bridge; repealing moratorium on
demolition or removal of bridge; authorizing the sale and issuance of state bonds;
repealing Laws 2009, chapter 93, article 1, section 45.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Appropriation. new text end

new text begin $1,350,000 is appropriated from the bond proceeds
fund to the Metropolitan Council for a grant to the city of Inver Grove Heights for park
and trail development on the west bank of the Mississippi River in Dakota County at the
site of Mississippi River Bridge JAR 5600, commonly known as the Rock Island Bridge.
Any park or trails developed with this appropriation must connect with any local, regional,
or state trails in the vicinity, and the historic Rock Island Bridge.

new text begin To provide the money appropriated in this section from the
bond proceeds fund, the commissioner of management and budget shall sell and issue
bonds of the state in an amount up to $1,350,000 in the manner, upon the terms, and with
the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
Minnesota Constitution, article XI, sections 4 to 7.
