A bill for an act
relating to human services; directing the commissioner of human services to make
recommendations for substance use disorder treatment provider paperwork
reduction and systems improvement.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

The commissioner of human services, in partnership with counties, tribes, managed care
organizations, substance use disorder treatment professional associations, and other
stakeholders, shall develop recommendations to streamline and minimize required paperwork
for substance use disorder treatment programs licensed under Minnesota Statutes, chapter
245A, and regulated under Minnesota Statutes, chapters 245F and 245G; Minnesota Rules,
parts 2960.0430 to 2960.0500; and Minnesota Statutes, chapter 9530. Licensing, financial,
legislative, and clinical divisions and all other relevant divisions in the Department of Human
Services must participate in the development of the recommendations. The commissioner
of human services shall contract with a vendor with multistate experience over multiple
years developing payer-level and provider-level statewide systems changes to facilitate
development of the recommendations and ensure that input from all participants is considered,
with a focus on maximizing client benefit and utility for providers, regulatory agencies, and
payers. By December 15, 2020, the commissioner shall submit to the chairs and ranking
minority members of the legislative committees with jurisdiction over health and human
services a report that includes the recommendations for paperwork reduction and systems
improvement, any related legislative recommendations, and a summary of the approaches
tested by the commissioner of human services and stakeholders.
