  1.1                          A bill for an act
  1.2             relating to capital improvements; authorizing spending 
  1.3             to acquire and to better public land and buildings and 
  1.4             other public improvements of a capital nature; 
  1.5             providing for remodeling of, and an addition to, a 
  1.6             building at North Hennepin Community College; 
  1.7             authorizing issuance of bonds; appropriating money. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  [APPROPRIATION.] 
  1.10     $13,000,000 is appropriated from the bond proceeds fund to 
  1.11  the board of trustees of the Minnesota state colleges and 
  1.12  universities to construct, furnish, and equip the renovation and 
  1.13  remodeling of, and an addition to, the existing science building 
  1.14  at North Hennepin Community College as a general education 
  1.15  building.  The project includes the construction of enclosed 
  1.16  walkways linking the building to other campus facilities.  The 
  1.17  appropriation is subject to the requirements of Minnesota 
  1.18  Statutes, section 16A.695.  This appropriation is for phase two 
  1.19  of a project for which predesign funds were provided by Laws 
  1.20  1998, chapter 404, section 3, subdivision 15. 
  1.21     Sec. 2.  [BOND SALE.] 
  1.22     To provide the money appropriated in section 1 from the 
  1.23  bond proceeds fund, the commissioner of finance, on request of 
  1.24  the governor, shall sell and issue bonds of the state in an 
  1.25  amount up to $13,000,000 in the manner, on the terms, and with 
  1.26  the effect prescribed by Minnesota Statutes, sections 16A.631 to 
  2.1   16A.675, and by the Minnesota Constitution, article XI, sections 
  2.2   4 to 7. 
  2.3      Sec. 3.  [EFFECTIVE DATE.] 
  2.4      Sections 1 and 2 are effective the day following final 
  2.5   enactment.
