  1.1                          A bill for an act 
  1.2             relating to floodwaters; restricting certain drainage 
  1.3             projects; amending Minnesota Statutes 1998, section 
  1.4             103E.015, by adding a subdivision. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 1998, section 103E.015, is 
  1.7   amended by adding a subdivision to read: 
  1.8      Subd. 3.  [FLOODING, WATER QUALITY, AND OTHER ENVIRONMENTAL 
  1.9   EFFECTS.] The drainage authority shall not approve a project 
  1.10  that will increase flooding or decrease water quality in 
  1.11  downstream waters, or will, or is likely to, result in 
  1.12  pollution, impairment, or destruction of natural resources in 
  1.13  violation of chapters 116B and 116D.
