A bill for an act
relating to health; establishing a substance use disorder and alcohol abuse
prevention account; appropriating money; proposing coding for new law in
Minnesota Statutes, chapters 144; 254B.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

A
substance use disorder and alcohol abuse prevention account is created in the special revenue
fund in the state treasury. Notwithstanding any other law to the contrary, the commissioner
of revenue must deposit into this account, five percent of all revenues collected under section
295.75, for sales occurring on or after July 1, 2019.

Money in the substance use disorder and alcohol abuse
prevention account is appropriated as follows:

(1) 50 percent of the amount in the account is appropriated each fiscal year beginning
on or after July 1, 2020, to the commissioner of health for statewide alcohol abuse prevention
programs and statewide alcohol abuse surveillance and monitoring, including providing
grants for alcohol abuse awareness and education programs to community health boards
under section 145.985 and to tribal governments under section 145A.14, subdivision 2a;

(2) 50 percent of the amount in the account is appropriated each fiscal year beginning
on or after July 1, 2020, to the commissioner of human services for the purposes specified
in section 254B.17.

This section is effective July 1, 2019.

The commissioner shall use the money appropriated under section 144.063, subdivision
2, to establish new substance use disorder prevention, intervention, treatment, and recovery
services; increase access to existing and new services; and improve the quality of existing
services.
