  1.1                          A bill for an act 
  1.2             relating to agriculture; providing a grant for the 
  1.3             development of a soybean oilseed processing facility; 
  1.4             appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION; OILSEED PROCESSING FACILITY.] 
  1.7      $500,000 is appropriated from the general fund to the 
  1.8   commissioner of agriculture for a grant to a political 
  1.9   subdivision that is chosen as a site for a soybean oilseed 
  1.10  processing and refining facility constructed by a 
  1.11  Minnesota-based cooperative.  The grant may be used for site 
  1.12  preparation, predevelopment, and other infrastructure 
  1.13  improvements, including public and private utility improvements 
  1.14  that are necessary for development of the oilseed processing and 
  1.15  refining facility.  This appropriation is available until June 
  1.16  30, 2003.
