A bill for an act
relating to education; allowing parents of prekindergarten children who are
eligible for special education services and have a primary disability of being
deaf or hard-of-hearing to enroll in a charter school serving a special education
population of primarily deaf and hard-of-hearing students; establishing an
enrollment process; appropriating money; amending Laws 2015, First Special
Session chapter 3, article 4, section 4.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Laws 2015, First Special Session chapter 3, article 4, section 4, the effective
date, is amended to read:

EFFECTIVE DATE.

This section is effective the day following final enactment
except the provision under paragraph (g) allowing prekindergarten deaf or hard-of-hearing
pupils to enroll in a charter school is effective deleted text begin only if the commissioner of education
determines there is no added cost attributable to the pupil deleted text end new text begin for the 2016-2017 school year
and later new text end .

Sec. 2. new text begin APPROPRIATION.

new text begin $69,000 in fiscal year 2017 is appropriated from the general fund to the
commissioner of education for enrolling eligible prekindergarten children in a charter
school under Laws 2015, First Special Session chapter 3, article 4, section 4, subdivision
8, paragraph (g). This appropriation is in addition to the appropriation under Laws 2015,
First Special Session chapter 3, article 5, section 30, subdivision 2.
