  1.1                          A bill for an act 
  1.2             relating to education; allowing 12th grade students to 
  1.3             graduate early or attend school half time; 
  1.4             reallocating general education revenue for all-day 
  1.5             kindergarten; amending Minnesota Statutes 2000, 
  1.6             section 120B.07; proposing coding for new law in 
  1.7             Minnesota Statutes, chapter 126C. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 2000, section 120B.07, is 
  1.10  amended to read: 
  1.11     120B.07 [EARLY GRADUATION.] 
  1.12     Notwithstanding any law to the contrary, any secondary 
  1.13  school student who has completed all required courses or 
  1.14  standards may, with the approval of the student, the student's 
  1.15  parent or guardian, and local school officials, graduate before 
  1.16  the completion of the school year.  General education revenue 
  1.17  attributable to the student must be paid as though the student 
  1.18  was in attendance for the entire year. 
  1.19     Sec. 2.  [126C.126] [REALLOCATING GENERAL EDUCATION REVENUE 
  1.20  FOR ALL-DAY KINDERGARTEN.] 
  1.21     (a) In order to provide additional revenue for an optional 
  1.22  all-day kindergarten program, a district may reallocate general 
  1.23  education revenue attributable to 12th grade students who have: 
  1.24     (1) graduated early under section 120B.07; or 
  1.25     (2) adopted a policy to allow 12th grade students to attend 
  1.26  school half time. 
  2.1      (b) General education revenue attributable to the 12th 
  2.2   grade student either graduating early or attending school half 
  2.3   time under paragraph (a) must be paid to the district as though 
  2.4   the student was in attendance for the entire year. 
  2.5      (c) A school district that has adopted a policy to allow 
  2.6   12th grade students to attend school half time must notify the 
  2.7   commissioner by July 15 for the following school year. 
  2.8      [EFFECTIVE DATE.] This section is effective for fiscal year 
  2.9   2003 and later.
