A bill for an act
relating to health; appropriating money for grants to prevent opioid overdoses in
Minnesota's American Indian communities.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin (a) $3,400,000 in fiscal year 2018 is appropriated from the general fund to the
commissioner of health to provide grants to Minnesota's 11 sovereign Tribal Nations and
two urban American Indian organizations to prevent opioid use and addiction in Minnesota's
American Indian communities. The grant recipients shall define the activities that best create
health in their communities, and identify and select strategies that will address the problem
of opioid use, addiction, and overdoses in Minnesota's American Indian communities.

new text begin (b) $600,000 in fiscal year 2018 is appropriated from the general fund to the commissioner
of health to be used to provide Minnesota's Tribal Nations and urban American Indian
communities with support, data, and the tools necessary to achieve success in defining
solutions to address opioid addiction in Minnesota's American Indian communities. The
commissioner shall contract with a culturally specific or American Indian organization to
provide the technical assistance, grant management, and contract oversight for the grants
in paragraph (a).
