  1.1                          A bill for an act 
  1.2             relating to local government; appropriating money to 
  1.3             the St. Cloud Area Planning Organization for further 
  1.4             development of the transportation component of the St. 
  1.5             Cloud area joint planning district plan. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION; ST. CLOUD AREA TRANSPORTATION 
  1.8   PLAN.] 
  1.9      (a) $....... is appropriated from the general fund to the 
  1.10  Department of Administration for a grant to the St. Cloud Area 
  1.11  Planning Organization for further development of the 
  1.12  transportation component of the St. Cloud area joint planning 
  1.13  district plan. 
  1.14     (b) The development of the transportation component shall 
  1.15  include, among other things: 
  1.16     (1) a resolution of the conceptual design for the area's 
  1.17  roadway and transit systems; and 
  1.18     (2) initiation of corridor and environmental studies for 
  1.19  the purpose of preserving future highway and transit 
  1.20  rights-of-way in high-risk areas that are or will be part of 
  1.21  that system. 
  1.22     (c) This appropriation is available until spent. 
  1.23     Sec. 2.  [EFFECTIVE DATE.] 
  1.24     Section 1 is effective July 1, 2004.
