  1.1                          A bill for an act
  1.2             relating to capital investment; appropriating money 
  1.3             for capital improvements, including asset 
  1.4             preservation, at Minnesota State University, Moorhead, 
  1.5             and Minnesota State Community and Technical College, 
  1.6             Moorhead; authorizing the issuance of state bonds. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [APPROPRIATION; MINNESOTA STATE COLLEGES AND 
  1.9   UNIVERSITIES.] 
  1.10     Subdivision 1.  [APPROPRIATION.] $22,897,092 is 
  1.11  appropriated from the bond proceeds fund to the Board of 
  1.12  Trustees of the Minnesota State Colleges and Universities for 
  1.13  the capital projects in this section. 
  1.14     Subd. 2.  [HIGHER EDUCATION ASSET PRESERVATION AND 
  1.15  REPLACEMENT.] $6,752,092 of this amount is for the purposes 
  1.16  specified in Minnesota Statutes, section 135A.046, as specified 
  1.17  in this subdivision. 
  1.18     (1) $5,522,092 is for roof replacement and completion, fire 
  1.19  safety improvements, HVAC improvements, and ADA accessibility 
  1.20  improvements at Minnesota State University, Moorhead. 
  1.21     (2) $1,230,000 is for roof replacement, fire safety 
  1.22  improvements, and other asset preservation projects at Minnesota 
  1.23  State Community and Technical College, Moorhead. 
  1.24     Subd. 3.  [MINNESOTA STATE UNIVERSITY, 
  1.25  MOORHEAD.] $9,645,000 of this amount is to renovate, furnish, 
  1.26  and equip Hagen Hall at Minnesota State University, Moorhead, 
  2.1   for classrooms, science laboratories, and related offices. 
  2.2      $500,000 of this amount is to design, through construction 
  2.3   documents, the renovation of MacLean Hall and the west wall of 
  2.4   Frick Hall at Minnesota State University, Moorhead. 
  2.5      Subd. 4.  [MINNESOTA STATE COMMUNITY AND TECHNICAL COLLEGE, 
  2.6   MOORHEAD.] $6,500,000 of this amount is to construct, furnish, 
  2.7   and equip additions for science laboratories, classrooms, 
  2.8   teaching laboratories, and a mechanical room, and to renovate, 
  2.9   furnish, and equip student services, customized training, and 
  2.10  the cafeteria at Minnesota State Community and Technical 
  2.11  College, Moorhead. 
  2.12     Sec. 2.  [BOND SALE.] 
  2.13     To provide the money appropriated in section 1, from the 
  2.14  bond proceeds fund, the commissioner of finance shall sell and 
  2.15  issue bonds of the state in an amount up to $22,897,092, in the 
  2.16  manner, on the terms, and with the effect prescribed by 
  2.17  Minnesota Statutes, sections 16A.631 to 16A.675, and by the 
  2.18  Minnesota Constitution, article XI, sections 4 to 7. 
  2.19     Sec. 3.  [EFFECTIVE DATE.] 
  2.20     Sections 1 and 2 are effective the day following final 
  2.21  enactment.
