  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing the sale 
  1.3             of state bonds; appropriating money for a solid waste 
  1.4             recovery facility. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION.] 
  1.7      (a) $3,000,000 is appropriated from the bond proceeds fund 
  1.8   in fiscal year 2002 to the director of the office of 
  1.9   environmental assistance for a grant under Minnesota Statutes, 
  1.10  section 115A.54, to Olmsted county for the construction of a 
  1.11  solid waste fuel cleaning and materials recovery facility that 
  1.12  serves both Olmsted and Dodge counties. 
  1.13     (b) This appropriation is available only if matched by 
  1.14  $3,000,000 from nonstate sources. 
  1.15     Sec. 2.  [BOND SALE.] 
  1.16     To provide the money appropriated in section 1 from the 
  1.17  bond proceeds fund, the commissioner of finance shall sell and 
  1.18  issue bonds of the state in an amount up to $3,000,000 in the 
  1.19  manner, on the terms, and with the effect prescribed by 
  1.20  Minnesota Statutes, sections 16A.631 to 16A.675, and by the 
  1.21  Minnesota Constitution, article XI, sections 4 to 7.
