  1.1                          A bill for an act 
  1.2             relating to occupational safety and health; exempting 
  1.3             certain employers from work place accident and injury 
  1.4             reduction program requirements; amending Minnesota 
  1.5             Statutes 1998, section 182.653, subdivision 8. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1998, section 182.653, 
  1.8   subdivision 8, is amended to read: 
  1.9      Subd. 8.  [WORK PLACE PROGRAMS.] An employer covered by 
  1.10  this section must establish a written work place accident and 
  1.11  injury reduction program that promotes safe and healthful 
  1.12  working conditions and is based on clearly stated goals and 
  1.13  objectives for meeting those goals.  The program must describe: 
  1.14     (1) how managers, supervisors, and employees are 
  1.15  responsible for implementing the program and how continued 
  1.16  participation of management will be established, measured, and 
  1.17  maintained; 
  1.18     (2) the methods used to identify, analyze, and control new 
  1.19  or existing hazards, conditions, and operations; 
  1.20     (3) how the plan will be communicated to all affected 
  1.21  employees so that they are informed of work-related hazards and 
  1.22  controls; 
  1.23     (4) how work place accidents will be investigated and 
  1.24  corrective action implemented; and 
  1.25     (5) how safe work practices and rules will be enforced. 
  2.1      An employer must conduct and document a review of the work 
  2.2   place accident and injury reduction program at least annually 
  2.3   and document how procedures set forth in the program are met. 
  2.4      This subdivision does not apply to an employer licensed or 
  2.5   certified under chapter 18B or 18C.
