A bill for an act
relating to transportation; creating Congestion Reduction Task Force; requiring
application for Urban Partnership agreement; authorizing participation in Urban
Partnership program; requiring report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin The Congestion Reduction Task Force
is established to initiate and oversee participation by the state in the federal Urban
Partnership program and to report to the legislature.

new text begin Task force membership; organization. new text end

new text begin (a) The task force is comprised of
the following members:

new text begin (1) five people appointed by the Subcommittee on Committees of the Committee
on Rules and Administration of the senate, at least three of whom must reside in the
metropolitan area;

new text begin (2) five people appointed by the speaker of the house of representatives, at least
three of whom must reside in the metropolitan area; and
new text end

new text begin (3) five people appointed by the governor, at least three of whom must reside in the
metropolitan area.

new text begin (b) The commissioner of transportation or the commissioner's designee shall
convene the first meeting of the task force. The task force shall select a chair from its
membership at the first meeting. Support staff for the task force must be provided by the
Department of Transportation and Metropolitan Council. Task force members must be
appointed no later than August 1, 2007.

new text begin The task force shall:

new text begin (1) develop a congestion reduction program that incorporates the strategies of the
Urban Partnership program;
new text end

new text begin (2) complete a proposal to enter into an Urban Partnership agreement and submit it
to the United States Department of Transportation;
new text end

new text begin (3) consult with, and oversee activities of, the Department of Transportation and
Metropolitan Council concerning the development and implementation of the Urban
Partnership program; and
new text end

new text begin (4) ensure that revenues generated in highway corridors under the Urban Partnership
program are applied to match federal funds to pay costs of operating the program.

new text begin If a metropolitan area in this state is chosen to participate in an
Urban Partnership agreement, by January 15, 2008, the task force shall report to the
chairs of the legislative committees and divisions with jurisdiction over transportation
policies and the governor concerning the status and future of the state's participation in the
Urban Partnership program. The report must:

new text begin (1) identify the metropolitan area that has been designated as an Urban Partner;

new text begin (2) present the elements of the congestion reduction strategies to be implemented
under the Urban Partnership program;
new text end

new text begin (3) identify the costs of participation and the sources of funding secured or to be
secured; and
new text end

new text begin (4) include any draft legislation needed to implement the program.

Sec. 2. new text begin URBAN PARTNERSHIP IMPLEMENTATION.

new text begin On request of the Congestion Reduction Task Force, the commissioner of
transportation and the Metropolitan Council shall cooperate with the task force to
develop a proposal for the Urban Partnership program, and to provide planning, technical
assistance, and support staff to the task force.
