  1.1                          A bill for an act 
  1.2             relating to local government; specifying means of 
  1.3             financing multijurisdictional programs in Hennepin 
  1.4             county; amending Minnesota Statutes 2000, section 
  1.5             383B.79, by adding a subdivision. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2000, section 383B.79, is 
  1.8   amended by adding a subdivision to read: 
  1.9      Subd. 5.  [FINANCING.] Hennepin county may appropriate 
  1.10  funds for any of the activities described in subdivision 1, or 
  1.11  in a resolution adopted by the county board consistent with 
  1.12  goals of the multijurisdictional program, whether or not state 
  1.13  funds are appropriated for the activity.  Hennepin county may 
  1.14  include any activities described in subdivision 1, or in a 
  1.15  resolution adopted by the county board consistent with goals of 
  1.16  the multijurisdictional program, in a capital improvement plan 
  1.17  adopted under section 373.40, and may issue bonds for such 
  1.18  purposes pursuant to and subject to the procedures and 
  1.19  limitations set forth in section 373.40, whether or not the 
  1.20  capital improvement to be financed is to be owned by the county 
  1.21  or any other governmental entity.  Such purposes are in addition 
  1.22  to the capital improvements described in section 373.40, but 
  1.23  shall not include light rail transit or any activity related to 
  1.24  it, or a sports facility building unless the building is part of 
  1.25  an outdoor park facility and is incidental to the primary 
  2.1   purpose of outdoor recreation.
