  1.1                          A bill for an act
  1.2             relating to education; appropriating money for a 
  1.3             teacher training program at St. Cloud State University 
  1.4             to increase urban teachers of color. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION.] 
  1.7      $250,000 in fiscal year 2000 and $250,000 in fiscal year 
  1.8   2001 are appropriated from the general fund to the board of 
  1.9   trustees of the Minnesota state colleges and universities for 
  1.10  St. Cloud State University to expand the "teacher of color" 
  1.11  program to increase the number of licensed teachers of color for 
  1.12  central city and other urban school districts.  The program 
  1.13  shall be directed especially toward recruiting and retraining 
  1.14  minorities employed in fields other than teaching so that they 
  1.15  may pursue a teaching career through alternative licensure 
  1.16  mechanisms.  St. Cloud State University shall provide a 
  1.17  preliminary evaluation of the program to the board of trustees 
  1.18  and the education committees of the legislature by January 1, 
  1.19  2001.
