  1.1                          A bill for an act 
  1.2             relating to taxation; providing aid to certain 
  1.3             counties that had flood-related market value losses; 
  1.4             appropriating money; proposing coding for new law in 
  1.5             Minnesota Statutes, chapter 273; repealing Minnesota 
  1.6             Statutes 1998, section 273.1383. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [273.1384] [FLOOD LOSS AID.] 
  1.9      Subdivision 1.  [QUALIFICATION FOR AID.] In 1999, a county 
  1.10  that had a flood-related market value loss as determined for 
  1.11  purposes of Laws 1997, Second Special Session chapter 2, section 
  1.12  9, paragraph (d), that exceeded $70,000,000 qualifies for flood 
  1.13  loss aid of $....... under this section. 
  1.14     Subd. 2.  [DUTIES OF COMMISSIONER.] The commissioner of 
  1.15  revenue shall make payments to each qualified county of the aid 
  1.16  determined under this section by July 20, 1999. 
  1.17     Subd. 3.  [RELATIONSHIP TO LEVY LIMITS.] Aid received under 
  1.18  this section does not reduce the levy limit under sections 
  1.19  275.70 to 275.74 of the county that receives it. 
  1.20     Sec. 2.  [APPROPRIATION.] 
  1.21     The amount necessary to pay the aids provided under section 
  1.22  1 is appropriated from the general fund in fiscal year 2000 for 
  1.23  calendar year 1999. 
  1.24     Sec. 3.  [REPEALER.] 
  1.25     Minnesota Statutes 1998, section 273.1383, is repealed. 
  1.26     Sec. 4.  [EFFECTIVE DATE.] 
  2.1      Sections 1 to 3 are effective the day following final 
  2.2   enactment.
