A bill for an act
relating to state expenditures; creating an annual state expenditure report;
proposing coding for new law in Minnesota Statutes, chapter 16A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin [16A.95] EXPENDITURE INCIDENCE STUDY.

new text begin The commissioner shall prepare an annual estimate of the incidence of state
expenditures from all funds, to be modelled after and presented in conjunction with
the Minnesota Tax Incidence Study presented by the Department of Revenue. The
commissioner may appoint an advisory group to assist the commissioner in designing this
report, and in making choices as to the methodology of allocating expenditures. This report
shall be provided to the legislature in March of each year, and shall contain at a minimum:

new text begin (1) an estimate of the per capita, geographic, and income incidence of state spending
in Minnesota;

new text begin (2) an estimate of the changes in these patterns of expenditure incidence over the
prior years; and
