  1.1                          A bill for an act 
  1.2             relating to transportation; appropriating money to 
  1.3             metropolitan council for demonstration pilot project 
  1.4             to provide express bus service between downtown 
  1.5             Minneapolis and locations outside transit taxing 
  1.6             district.  
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [APPROPRIATION; EXPRESS BUS DEMONSTRATION PILOT 
  1.9   PROJECT.] 
  1.10     (a) $600,000 is appropriated from the general fund to the 
  1.11  metropolitan council for the fiscal biennium ending June 30, 
  1.12  2003, for the purpose of establishing and operating 
  1.13  demonstration pilot projects to provide express bus service to 
  1.14  and from downtown Minneapolis and one or more cities located 
  1.15  outside the transit taxing district as defined in Minnesota 
  1.16  Statutes, section 473.446, subdivision 2.  
  1.17     (b) An appropriation for a single project requires a 25 
  1.18  percent matching commitment by a participating city located 
  1.19  outside the transit taxing district and is limited for a 
  1.20  demonstration pilot project under this section to (1) $75,000 
  1.21  for a city that commits at least $25,000 in money or (2) 
  1.22  $100,000 for a city that commits real property, such as for a 
  1.23  park-and-ride facility, having an in-kind value of at least 
  1.24  $25,000. 
  1.25     (c) The metropolitan council shall: 
  1.26     (1) provide or lease the vehicles used to provide the 
  2.1   express bus service; 
  2.2      (2) provide the service or contract with a public or 
  2.3   private transit provider to provide the service; and 
  2.4      (3) provide or contract for express service on normal work 
  2.5   days to Minneapolis once in the morning and express service to 
  2.6   the participating city located outside the transit taxing 
  2.7   district once in the afternoon or evening to maximize 
  2.8   job-commuter ridership.  For purposes of this section, "normal 
  2.9   work days" do not include Saturdays, Sundays, or holidays. 
  2.10     (d) This appropriation may not be used for express bus 
  2.11  service in a corridor that the council has identified as a 
  2.12  future corridor for commuter rail or light rail transit.
