A bill for an act
relating to parks; appropriating money for a master plan for the Ramsey County
chain of lakes.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin RAMSEY COUNTY CHAIN OF LAKES MASTER PLAN.

new text begin $80,000 is appropriated in fiscal year 2010 from the ..... fund to the Metropolitan
Council to update the joint master plan for Phalen-Keller Lakes Regional Park by Ramsey
County and the city of St. Paul, that includes the following Ramsey County chain of
lakes: Gervais, Keller, Kohlman, Phalen, Round, and Spoon. The Metropolitan Council,
Ramsey County, and the city of St. Paul, in consultation with other interested parties, shall
prepare the plan. A preliminary report shall be submitted to the chairs of the legislative
committees with jurisdiction over environment and natural resources finance no later than
February 15, 2010. A final master plan shall be submitted to the chairs of the legislative
committees with jurisdiction over environment and natural resources no later than
January 3, 2011. The master plan shall provide a plan to enhance the outdoor recreational
opportunities of the park system. The plan shall:

new text begin (1) identify and prioritize actions necessary to enhance opportunities for water
recreation, walking, biking, and other athletic activities;

new text begin (2) include a capital improvement plan identifying and prioritizing facilities for
improvement and development;

new text begin (3) provide a plan to enhance cross-country ski trail connections between the
system's golf courses and other open spaces; and

new text begin (4) identify and prioritize any land that should be acquired.
