  1.1                          A bill for an act 
  1.2             relating to elections; authorizing use of certain 
  1.3             tribal identification cards for election day 
  1.4             registration purposes; amending Minnesota Statutes 
  1.5             2000, section 201.061, subdivision 3. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2000, section 201.061, 
  1.8   subdivision 3, is amended to read: 
  1.9      Subd. 3.  [ELECTION DAY REGISTRATION.] An individual who is 
  1.10  eligible to vote may register on election day by appearing in 
  1.11  person at the polling place for the precinct in which the 
  1.12  individual maintains residence, by completing a registration 
  1.13  card, making an oath in the form prescribed by the secretary of 
  1.14  state and providing proof of residence.  An individual may prove 
  1.15  residence for purposes of registering by: 
  1.16     (1) showing a driver's license or Minnesota identification 
  1.17  card issued pursuant to section 171.07; 
  1.18     (2) showing any document approved by the secretary of state 
  1.19  as proper identification; 
  1.20     (3) showing an identification card issued by the tribal 
  1.21  government of a tribe recognized by the Bureau of Indian 
  1.22  Affairs, Department of the Interior, that contains the name, 
  1.23  address, signature, and picture of the individual; 
  1.24     (4) showing one of the following: 
  1.25     (i) a current valid student identification card from a 
  2.1   post-secondary educational institution in Minnesota, if a list 
  2.2   of students from that institution has been prepared under 
  2.3   section 135A.17 and certified to the county auditor in the 
  2.4   manner provided in rules of the secretary of state; or 
  2.5      (ii) a current student fee statement that contains the 
  2.6   student's valid address in the precinct together with a picture 
  2.7   identification card; or 
  2.8      (4) (5) having a voter who is registered to vote in the 
  2.9   precinct sign an oath in the presence of the election judge 
  2.10  vouching that the voter personally knows that the individual is 
  2.11  a resident of the precinct.  A voter who has been vouched for on 
  2.12  election day may not sign a proof of residence oath vouching for 
  2.13  any other individual on that election day. 
  2.14     A county, school district, or municipality may require that 
  2.15  an election judge responsible for election day registration 
  2.16  initial each completed registration card.  
  2.17     [EFFECTIVE DATE.] This section is effective April 1, 2002.
