A bill for an act
relating to education finance; authorizing a pilot site for a cooperative career
academy; requiring a report; appropriating money for a cooperative career academy
school in Moorhead; authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Cooperative career academy. new text end

new text begin Independent School District No. 152,
Moorhead, may enter into a joint powers agreement with Independent School District No.
2164, Dilworth-Glyndon-Felton, and other nearby school districts to operate a cooperative
career academy. The cooperative career academy must be designed as a pilot program
replicable to other local school districts. The cooperative career academy program must be
aligned with the Minnesota State system, through an articulation agreement or otherwise,
to provide college credits for the career academy programs. The cooperative career academy
program must include public-private sector partnerships to maximize alignment to local
and regional workforce needs.

new text begin The square footage of a cooperative career academy
must not be included in school district average building age indexes calculated under
Minnesota Statutes, section 123B.595 or 126C.10, subdivision 16.

new text begin A school district with students participating in a
cooperative career academy may include in its building lease levy under Minnesota Statutes,
section 126C.40, subdivision 3, the amounts as specified in the joint powers agreement for
facility repairs and maintenance needs.

new text begin On February 15 of each even-numbered year, Independent School
District No. 152, Moorhead, must report to the commissioner of education and the legislative
committees with jurisdiction over education on its cooperative career academy programming.
The report must include a description of the courses offered at the academy, the number of
students participating in each program, the public and private program partners, and, to the
extent possible, the career and college choices and placement rates of the program's graduates.
The report must also recommend strategies for other school districts to incorporate into
their career and college readiness activities.

new text begin $6,000,000 is appropriated from the bond proceeds fund to
the commissioner of education for a grant to Independent School District No. 152, Moorhead,
to predesign, design, construct, furnish, and equip a facility for educational purposes. The
appropriated funds may also be used to acquire land if needed for the project. This
appropriation is not available until the commissioner of management and budget determines
that at least an equal amount has been committed from nonstate sources to complete the
project.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $6,000,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
