  1.1                          A bill for an act
  1.2             relating to education finance; authorizing a grant to 
  1.3             establish supportive community partnerships; 
  1.4             appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [SUPPORTIVE COMMUNITY PARTNERSHIP GRANTS; 
  1.7   APPROPRIATION.] 
  1.8      (a) $700,000 is appropriated in fiscal year 2005 from the 
  1.9   general fund to the commissioner of education for a grant to 
  1.10  Minnesota School Share, a program of the Greater Minneapolis 
  1.11  Council of Churches, for the supportive community partnership 
  1.12  program. 
  1.13     (b) The supportive community partnership program may offer 
  1.14  services and grants to other faith-based or community-based 
  1.15  programs for educational services.  Grants may be for early 
  1.16  intervention programs, supplemental education services, 
  1.17  continued support, or special needs programs.  Services include 
  1.18  technical support and assistance and resource development 
  1.19  activities. 
  1.20     (1) Early intervention grants may be made to providers of 
  1.21  faith-based or community-based programs that offer supplemental 
  1.22  educational programming to students attending schools that have 
  1.23  failed to meet adequate yearly progress in the first or second 
  1.24  year. 
  1.25     (2) Supplemental educational service grants may be made to 
  2.1   faith-based or community-based programs that provide or desire 
  2.2   to provide supplemental services for students attending schools 
  2.3   that have failed to meet adequate yearly progress for the third 
  2.4   year.  Grants may be used to develop organizational 
  2.5   infrastructure, purchase curriculum or technology, and provide 
  2.6   transportation services to program participants. 
  2.7      (3) Continued support grants may be made to faith-based or 
  2.8   community-based programs that support school programs designed 
  2.9   to keep school sites from failing to meet adequate yearly 
  2.10  progress in future years. 
  2.11     (4) Special needs grants may be made to faith-based or 
  2.12  community-based programs that are addressing critical community 
  2.13  needs, such as changing student demographics, lessening racial 
  2.14  tensions, or fostering increased parental involvement in 
  2.15  students' education. 
  2.16     (5) Minnesota School Share may provide technical support 
  2.17  and assistance to grant recipients through program development 
  2.18  workshops, customized technical support, contracted consulting 
  2.19  services, and Web sites devoted to best practices information. 
  2.20     (6) Minnesota School Share may provide resource development 
  2.21  services, including activities designed to strengthen both 
  2.22  fund-raising and in-kind contributions, for support of public 
  2.23  education.
