A bill for an act
relating to pipelines; prohibiting pipelines near wild-rice waters; proposing coding
for new law in Minnesota Statutes, chapter 216G.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin (a) No portion of a pipeline that is within one mile of a wild-rice water may be constructed
or rerouted in this state.

new text begin (b) For purposes of this section, "wild-rice water" means a body of water, or specific
portion thereof, to which wild-rice water-quality standards apply, as listed in the Pollution
Control Agency's wild-rice database developed pursuant to Laws 2011, First Special Session
chapter 2, article 4, section 32.

new text begin This section is effective the day following final enactment and
applies to a pipeline for which construction begins on or after July 1, 2017.
