  1.1                          A bill for an act 
  1.2             relating to crime prevention; authorizing grants to 
  1.3             Hennepin and Ramsey counties to construct law 
  1.4             enforcement training facilities; requiring the 
  1.5             counties to submit detailed plans relating to the 
  1.6             facilities; appropriating money. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [GRANTS FOR LAW ENFORCEMENT TRAINING FACILITIES 
  1.9   IN HENNEPIN AND RAMSEY COUNTIES.] 
  1.10     Subdivision 1.  [APPROPRIATION.] $5,000,000 is appropriated 
  1.11  from the general fund to the commissioner of public safety for 
  1.12  the fiscal year ending June 30, 2000, for grants to Hennepin and 
  1.13  Ramsey counties to construct law enforcement training 
  1.14  facilities.  Of this amount, $2,500,000 is for a grant to 
  1.15  Hennepin county and $2,500,000 is for a grant to Ramsey county.  
  1.16  Each county must provide a match of at least an equal amount in 
  1.17  nonstate sources.  To the greatest extent possible, the 
  1.18  facilities should be multipurpose in nature and collaboratively 
  1.19  owned and operated by various entities, including local, state, 
  1.20  and federal agencies and private-sector organizations. 
  1.21     Subd. 2.  [REQUIRED PLANS.] Before awarding grants under 
  1.22  this section, the commissioner shall require both Hennepin and 
  1.23  Ramsey counties to submit plans concerning their proposed 
  1.24  facilities.  At a minimum, with regard to the facility, the plan 
  1.25  must specify the entities that are collaborating on its 
  1.26  planning, construction, and operation; its location; how its 
  2.1   operating expenses will be paid and whether a continuing state 
  2.2   subsidy is envisioned; the type of training that will be offered 
  2.3   at it; the extent to which it will be available for use by 
  2.4   entities other than those collaborating on its planning, 
  2.5   construction, and operation; and its proposed governing 
  2.6   structure, including how management and operational decisions 
  2.7   will be made and how it will be staffed. 
  2.8      Subd. 3.  [REQUIRED REPORTS.] (a) By January 15, 2000, the 
  2.9   commissioner shall report to the chairs and ranking minority 
  2.10  members of the senate and house committees and divisions having 
  2.11  jurisdiction over criminal justice funding on the grants made 
  2.12  under this section.  The report must include the plans required 
  2.13  under subdivision 2. 
  2.14     (b) By January 15, 2000, and January 15, 2001, Hennepin and 
  2.15  Ramsey counties shall report to the chairs and ranking minority 
  2.16  members described in paragraph (a) on the status of the law 
  2.17  enforcement training facilities funded in subdivision 1.
