  1.1                          A bill for an act 
  1.2             relating to education; modifying laboratory school 
  1.3             grants to include the operation of schools; 
  1.4             appropriating money; amending Laws 1997, First Special 
  1.5             Session chapter 4, article 5, section 23. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Laws 1997, First Special Session chapter 4, 
  1.8   article 5, section 23, is amended to read: 
  1.9      Sec. 23.  [LABORATORY SCHOOL GRANTS.] 
  1.10     Subdivision 1.  [ESTABLISHMENT.] The commissioner of 
  1.11  children, families, and learning shall make grants to 
  1.12  post-secondary institutions to establish or operate laboratory 
  1.13  schools that cooperate with interested school districts to 
  1.14  develop innovative teaching techniques that teacher and 
  1.15  counselor preparation programs that will enhance students' 
  1.16  learning experiences.  A laboratory school must be nonsectarian 
  1.17  in its programs, admissions policies, employment practices, and 
  1.18  all other operations.  
  1.19     Subd. 2.  [GRANT APPLICATION.] A public or private 
  1.20  post-secondary institution located in the state may submit an 
  1.21  application for a grant.  Each new grant application must 
  1.22  include: 
  1.23     (1) the location of the laboratory school determined in 
  1.24  collaboration with a school district, or proposed as a charter 
  1.25  school; 
  2.1      (2) a five-year fiscal plan demonstrating that how the 
  2.2   school shall may operate with no additional state revenue except 
  2.3   revenue received under Minnesota Statutes, chapters 124 and 
  2.4   124A, and the grant money awarded under this section; and 
  2.5      (3) for an applicant seeking a grant to improve lifework 
  2.6   learning, a description of how the applicant will use 
  2.7   information technologies and participate in partnerships with 
  2.8   kindergarten through grade 12 schools and post-secondary 
  2.9   institutions, business and industry, labor, agriculture, 
  2.10  government, and community-based organizations. 
  2.11     The commissioner of children, families, and learning, in 
  2.12  consultation with interested post-secondary institutions, shall 
  2.13  establish guidelines and an application process for the grants.  
  2.14  In awarding a grant, the commissioner shall give priority to an 
  2.15  eligible applicant that meets the criteria in clause (3). 
  2.16     Subd. 3.  [GRANT MONEY.] The grant money may be used for: 
  2.17     (1) technology; 
  2.18     (2) equipment; 
  2.19     (3) teacher mentorships; 
  2.20     (4) building remodeling, renovation, or repair; 
  2.21     (5) disseminating innovative and effective teaching 
  2.22  techniques; 
  2.23     (6) (5) education research to develop teaching methods, 
  2.24  assessments, and curriculum design; 
  2.25     (7) (6) developing creative opportunities for parental 
  2.26  involvement; 
  2.27     (8) (7) furthering school integration efforts; and 
  2.28     (9) (8) other inventive teaching and learning practices 
  2.29  designed to implement the high school graduation standards under 
  2.30  Minnesota Statutes, section 121.11, subdivision 7c. 
  2.31     Sec. 2.  [APPROPRIATION.] 
  2.32     Subdivision 1.  [DEPARTMENT OF CHILDREN, FAMILIES, AND 
  2.33  LEARNING.] The sums indicated in this section are appropriated 
  2.34  from the general fund to the department of children, families, 
  2.35  and learning for the fiscal years designated. 
  2.36     Subd. 2.  [LABORATORY SCHOOL GRANTS.] For laboratory school 
  3.1   grants under section 1: 
  3.2        $10,000,000     .....     2000 
  3.3      Any balance in the first year does not cancel but is 
  3.4   available in the second year.
