A bill for an act
relating to higher education; establishing a pilot program for facilitated
postsecondary enrollment options.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin (a) Beginning in the fall of 2009, the Board of Trustees of the Minnesota State
Colleges and Universities shall select one or more institutions participating in the
postsecondary enrollment options program under Minnesota Statutes, section 135A.101,
for a two-year pilot program to provide facilitated postsecondary enrollment options
for students on their campus to increase the student's opportunities for success. Each
selected institution must designate a contact person on the campus who is assigned to be
available to students enrolled at that campus in one or more courses through postsecondary
enrollment options under Minnesota Statutes, section 124D.09. The designated campus
contact person must provide information to students on the institution's expectations and
requirements and must be readily available to meet with students to facilitate their success
in courses and to interact with the host school district, as necessary. The designated
contact person must also be available to faculty who have postsecondary students enrolled
in their courses. The designated contact person must assist in identifying and resolving
issues related to postsecondary enrollment options in a timely manner that facilitates
student success.

new text begin (b) Participating institutions must report to the Board of Trustees on their experience
with the facilitated postsecondary enrollment options pilot program including an
assessment of student success with a comparison to the postsecondary enrollment options
program in prior academic years. The Board of Trustees must report to the committees
of the legislature with responsibility for higher education by January 15, 2011, with
recommendations on changing, continuing, or expanding the pilot programs.
