A bill for an act
relating to education; clarifying requirements for a temporary limited license
for speech-language pathologists; amending Minnesota Statutes 2012, section
122A.18, subdivision 7b.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2012, section 122A.18, subdivision 7b, is amended to
read:


Subd. 7b.

Temporary limited licenses; personnel variances.

(a) The Board of
Teaching must accept applications for a temporary limited teaching license beginning
July 1 of the school year for which the license is requested and must issue or deny the
temporary limited teaching license within 30 days of receiving the complete application.
new text begin Among other subject areas and fields, the board may grant a temporary limited teaching
license in speech-language pathology to a qualified applicant only if the applicant holds a
bachelor's degree in the area of communications disorders or speech-language-hearing
sciences from an accredited college or university and has at least 100 hours of supervised
clinical experience consistent with this paragraph. The applicant must have:

new text begin (1) obtained the supervised clinical experience during clinical training or the first
year of employment; and

new text begin (2) been supervised at least 20 percent of the time during the first 90 days of training
or employment and at least ten percent of the time during the remaining training or
employment period.

new text begin The board may waive the requirement for at least 100 hours of supervised clinical
experience if an otherwise qualified applicant demonstrates to the board's satisfaction that
the applicant worked in an educational setting for at least two full school years.

(b) The Board of Teaching must accept applications for a personnel variance
beginning July 1 of the school year for which the variance is requested and must issue or
deny the personnel variance within 30 days of receiving the complete application.
