A bill for an act
relating to higher education; making student activity fees optional; proposing
coding for new law in Minnesota Statutes, chapter 135A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

[135A.0434] MANDATORY STUDENT ACTIVITY FEES PROHIBITED.

(a) The governing board of a public postsecondary institution must not impose on students
any mandatory fee funding noninstructional student programs, activities, groups, or services.

(b) This section does not prohibit mandatory fees paid by students that are directly related
to academic, administrative, or health services.

(c) The Board of Regents of the University of Minnesota is requested to adopt a policy
implementing this section.
