  1.1                          A bill for an act 
  1.2             relating to child development; authorizing the Martin 
  1.3             Luther King Jr. nonviolent institutional child 
  1.4             development program; appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [AUTHORIZATION FOR THE MARTIN LUTHER KING JR. 
  1.7   NONVIOLENT INSTITUTIONAL CHILD DEVELOPMENT PROGRAM.] 
  1.8      (a) The council on Black Minnesotans shall proceed with the 
  1.9   planning, designing, and implementation of the Martin Luther 
  1.10  King Jr. nonviolent institutional child development program 
  1.11  which must provide: 
  1.12     (1) multi-institutional interdisciplinary community 
  1.13  violence prevention programs; and 
  1.14     (2) multi-institutional interdisciplinary intervention 
  1.15  programs.  
  1.16     (b) The program may provide service to the following 
  1.17  institutions: 
  1.18     (1) elementary and secondary schools; 
  1.19     (2) social service programs and agencies; 
  1.20     (3) youth programs and services; 
  1.21     (4) juvenile delinquency programs; 
  1.22     (5) residential treatment facilities; 
  1.23     (6) foster homes; 
  1.24     (7) law enforcement agencies; 
  1.25     (8) medical centers; 
  2.1      (9) mental health programs; and 
  2.2      (10) religious outreach programs. 
  2.3      (c) The program may include: 
  2.4      (1) development and implementation of each participating 
  2.5   institution's long-range community violence prevention plan for 
  2.6   school-age children; 
  2.7      (2) development and implementation of each participating 
  2.8   institution's community violence intervention plan for children 
  2.9   affected by violence in the community; 
  2.10     (3) identification and implementation of each participating 
  2.11  institution's training and staffing needs; 
  2.12     (4) development and implementation of a network among 
  2.13  participating institutions to coordinate services, share 
  2.14  information, and develop common strategies for violence 
  2.15  prevention and intervention; and 
  2.16     (5) funding for participating institutions' violence 
  2.17  prevention and intervention programs. 
  2.18     (d) The program must be evaluated based on outcome 
  2.19  evaluation criteria determined by the commissioner of public 
  2.20  safety, in consultation with the executive director of the 
  2.21  council on Black Minnesotans and a community-based advisory 
  2.22  council before implementation of the program.  
  2.23     (e) The program must start by January 2, 2002.  
  2.24     (f) The program must be completed by the council on Black 
  2.25  Minnesotans by July 1, 2003, and presented to the commissioners 
  2.26  of human services, public safety, corrections, and children, 
  2.27  families, and learning. 
  2.28     (g) Government data on individuals that are maintained 
  2.29  under the program are confidential data on individuals as 
  2.30  defined in Minnesota Statutes, section 13.02, subdivision 3, but 
  2.31  may be shared among institutions participating in the program 
  2.32  for purposes of providing services under the program. 
  2.33     Sec. 2.  [APPROPRIATION; MARTIN LUTHER KING JR. NONVIOLENT 
  2.34  INSTITUTIONAL CHILD DEVELOPMENT PROGRAM.] 
  2.35     $....... is appropriated to the council on Black 
  2.36  Minnesotans to fund the Martin Luther King Jr. nonviolent 
  3.1   institutional child development program.  This sum is available 
  3.2   the day following final enactment and is available until June 
  3.3   30, 2003.
