  1.1                          A bill for an act 
  1.2             relating to crime prevention; requiring the 
  1.3             commissioner of administration to develop and issue a 
  1.4             request for proposals to operate the new custody level 
  1.5             4 correctional facility at Rush City and select a 
  1.6             vendor to operate the facility; repealing Laws 1997, 
  1.7             chapter 238, section 4. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  [REQUEST FOR PROPOSALS TO OPERATE NEW 
  1.10  CORRECTIONAL FACILITY; SELECTION OF VENDOR.] 
  1.11     The commissioner of administration shall develop a request 
  1.12  for proposals to operate the new custody level 4 correctional 
  1.13  facility at Rush City authorized in Laws 1996, chapter 463, 
  1.14  section 16, subdivision 3, as amended by Laws 1997, chapter 238, 
  1.15  section 3.  The request must allow for bids from vendors across 
  1.16  the country, including the department of corrections.  The 
  1.17  commissioner shall issue the request by July 1, 1999, which must 
  1.18  remain open until August 1, 1999.  By September 1, 1999, the 
  1.19  commissioner shall select a vendor to operate the facility.  
  1.20     Sec. 2.  [REPEALER.] 
  1.21     Laws 1997, chapter 238, section 4, is repealed. 
  1.22     Sec. 3.  [EFFECTIVE DATE.] 
  1.23     Sections 1 and 2 are effective the day following final 
  1.24  enactment.
