A bill for an act
relating to education; establishing a literacy collaborative program; appropriating
money; proposing coding for new law in Minnesota Statutes, chapter 122A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin [122A.76] MINNESOTA LITERACY COLLABORATIVE PROGRAM
AND PARTNERSHIP.

new text begin A Minnesota literacy collaborative program is established to provide teachers from
participating school districts with specialized training in a trademarked, comprehensive
school reform project designed to improve the reading, writing, and language skills of
elementary children. This research-based program establishes long-term site-based
development for every member of the participating school's literacy faculty; helps schools
monitor the progress of every student through systemized assessment, data collection, and
analysis; and links reading instruction with a full response to intervention problem-solving
models to meet all learners' needs. The training will occur through a partnership between
Independent School District No. 181, Brainerd, and the University of Minnesota Center
for Reading Research, with the university reading center serving as the administrative unit
for grant allocation and money distribution, and charged with conducting research to
maintain program effectiveness. Qualified Brainerd school personnel provide the training
for the program in collaboration with the reading center.

Sec. 2. new text begin APPROPRIATION.

new text begin $1,500,000 is appropriated in fiscal year 2010 and $1,500,000 is appropriated in
fiscal year 2011 from the general fund to the Literacy Collaborative Partnership, housed
in the University of Minnesota Center for Reading Research, for the Minnesota literacy
collaborative program under Minnesota Statutes, section 122A.76. The appropriation
includes $....... for subgrants to Independent School District No. 181, Brainerd, and to
districts in the state to train teachers as literacy collaborative coordinators and coaches.
