  1.1                          A bill for an act 
  1.2             relating to natural resources; modifying citizen 
  1.3             oversight committees under the commissioner of natural 
  1.4             resources; amending Minnesota Statutes 2000, sections 
  1.5             15.059, subdivision 5a; 97A.055, subdivision 4a. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2000, section 15.059, 
  1.8   subdivision 5a, is amended to read: 
  1.9      Subd. 5a.  [LATER EXPIRATION.] Notwithstanding subdivision 
  1.10  5, the advisory councils and committees listed in this 
  1.11  subdivision do not expire June 30, 1997.  These groups expire 
  1.12  June 30, 2001, unless the law creating the group or this 
  1.13  subdivision specifies an earlier expiration date. 
  1.14     Investment advisory council, created in section 11A.08; 
  1.15     Intergovernmental information systems advisory council, 
  1.16  created in section 16B.42, expires June 30, 1999; 
  1.17     Feedlot and manure management advisory committee, created 
  1.18  in section 17.136;

  4.27     Sec. 2.  Minnesota Statutes 2000, section 97A.055, 
  4.28  subdivision 4a, is amended to read: 
  4.29     Subd. 4a.  [CITIZEN OVERSIGHT COMMITTEES SUBCOMMITTEES.] (a)
  4.30  The commissioner shall appoint committees subcommittees of 
  4.31  affected persons to review the reports prepared under 
  4.32  subdivision 4 and; review the proposed work plans and budgets 
  4.33  for the coming year; propose changes in policies, activities, 
  4.34  and revenue enhancements or reductions; review other relevant 
  4.35  information; and make recommendations to the legislature and the 
  4.36  commissioner for improvements in the management and use of money 
  5.1   in the game and fish fund. 
  5.2      (b) The commissioner shall appoint the following committees 
  5.3   subcommittees, each comprised of at least three affected persons:
  5.4      (1) a committee to review the annual game and fish fund 
  5.5   report and address general game and fish fund issues; 
  5.6      (2) a committee to address funding issues related to 
  5.7   fishing a fisheries operations subcommittee to review fisheries 
  5.8   funding, excluding activities related to trout and salmon stamp 
  5.9   funding; 
  5.10     (2) a wildlife operations subcommittee to review wildlife 
  5.11  funding, excluding activities related to migratory waterfowl, 
  5.12  pheasant, and turkey stamp funding and excluding review of the 
  5.13  amounts available under section 97A.075, subdivision 1, 
  5.14  paragraphs (b) and (c); 
  5.15     (3) a committee big game subcommittee to review the report 
  5.16  on the small game license surcharge and the report required in 
  5.17  subdivision 4, paragraph (a), clause (2), and address funding 
  5.18  issues related to hunting; 
  5.19     (4) an ecological services operations subcommittee to 
  5.20  review ecological services funding; 
  5.21     (5) a subcommittee to review game and fish fund funding of 
  5.22  enforcement, support services, and department of natural 
  5.23  resources administration; 
  5.24     (4) (6) a committee subcommittee to review the trout and 
  5.25  salmon stamp report and address funding issues related to trout 
  5.26  and salmon; 
  5.27     (5) (7) a committee subcommittee to review the report on 
  5.28  the migratory waterfowl stamp and address funding issues related 
  5.29  to migratory waterfowl; 
  5.30     (6) (8) a committee subcommittee to review the report on 
  5.31  the pheasant stamp and address funding issues related to 
  5.32  pheasants; and 
  5.33     (7) (9) a committee subcommittee to review the report on 
  5.34  the turkey stamp and address funding issues related to wild 
  5.35  turkeys. 
  5.36     (c) The chairs of each of the subcommittees shall form a 
  6.1   budgetary oversight committee to coordinate the integration of 
  6.2   the subcommittee reports into an annual report to the 
  6.3   legislature; recommend changes on a broad level in policies, 
  6.4   activities, and revenue enhancements or reductions; provide a 
  6.5   forum to address issues that transcend the subcommittees; and 
  6.6   submit a report for any subcommittee that fails to submit its 
  6.7   report in a timely manner. 
  6.8      (d) The budgetary oversight committee shall develop a 
  6.9   biennial budget plan and report for expenditures on game and 
  6.10  fish activities.  By August 15 of each even-numbered year, the 
  6.11  council shall submit the budget plan to the commissioner. 
  6.12     (e) Each subcommittee shall choose its own chair, except 
  6.13  that the chair of the budgetary oversight committee shall be 
  6.14  appointed by the commissioner and may not be the chair of any of 
  6.15  the subcommittees. 
  6.16     (f) The committees budgetary oversight committee must make 
  6.17  recommendations to the commissioner for outcome goals from 
  6.18  expenditures. 
  6.19     (g) Notwithstanding section 15.059, subdivision 5, the 
  6.20  budgetary oversight committee and subcommittees do not expire. 
  6.21     Sec. 3.  [EFFECTIVE DATE.] 
  6.22     Sections 1 and 2 are effective the day following final 
  6.23  enactment.
