A bill for an act
relating to insurance; appropriating money for the marketing and reduction of stop
loss costs of an agricultural cooperative association health plan.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; AGRICULTURAL COOPERATIVE ASSOCIATION
HEALTH PLAN; MARKETING AND STOP LOSS COSTS.

new text begin $4,500,000 in fiscal year 2024 is appropriated from the general fund to the commissioner
of commerce for a grant to an agricultural cooperative association health plan organized
under Minnesota Statutes, chapter 308B. Of this amount, $1,500,000 is for marketing and
education to raise awareness of the health plan, and $3,000,000 is to lower premium rates
of members and increase enrollment of the at-risk population by reducing the health plan's
stop loss costs. This is a onetime appropriation.
