A bill for an act
relating to bioenergy production; appropriating money for study of plasma
gasification process to convert cellulose, plastics, and other components of
municipal solid waste into methanol for use in biodiesel production.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin (a) $250,000 in fiscal year 2008 is appropriated from the general fund to the
commissioner of agriculture for a grant to the Elk River Economic Development Authority
for upfront engineering and a feasibility study of the Elk River renewable fuels facility.
The facility must use a plasma gasification process to convert primarily cellulosic material,
but may also use plastics and other components from municipal solid waste, as feedstock
for the production of methanol for use in biodiesel production facilities.

new text begin (b) Any unencumbered balance in fiscal year 2008 does not cancel but is available
for fiscal year 2009. Notwithstanding Minnesota Statutes, section 16A.285, the agency
must not transfer this appropriation.
