A bill for an act
relating to human services; establishing a priority for audits of the Department of
Human Services by the legislative auditor; appropriating money; amending
Minnesota Statutes 2016, section 3.972, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2016, section 3.972, is amended by adding a subdivision
to read:

new text begin Audits of Department of Human Services. new text end

new text begin To ensure continuous legislative
oversight and accountability, the legislative auditor shall give high priority to auditing the
programs, services, and benefits administered by the Department of Human Services. The
audits shall determine whether the department offered programs and provided services and
benefits only to eligible persons and organizations, and complied with applicable legal
requirements. The legislative auditor shall periodically report audit findings and
recommendations to the Legislative Audit Commission and the legislative committees with
jurisdiction over human services policy and finance.

Sec. 2. new text begin APPROPRIATION.

new text begin $....... for the biennium ending June 30, 2019, is appropriated from the general fund to
the legislative auditor to establish and maintain a team of auditors with the training and
experience needed to fulfill the requirements of Minnesota Statutes, section 3.972, subdivision
2a. This amount shall be added to the base budget of the legislative auditor.
