A bill for an act
relating to education; directing commissioner of education to develop an
assessment tool to fairly evaluate performance of alternative schools.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin PROGRESS ASSESSMENT; ALTERNATIVE SCHOOLS.

new text begin The commissioner of education, in cooperation with the Minnesota Association of
Alternative Programs and the Office of Educational Accountability under Minnesota
Statutes, section 120B.31, subdivision 3, by February 15, 2010, must submit to the house
of representatives and senate committees with jurisdiction over education policy and
finance recommendations for using various performance indicators to fairly and accurately
measure the progress of alternative schools and the students enrolled in those schools and
to avoid the negative, unintended consequences that alternative students and schools
suffer as a result of "high stakes" testing.
