1.1A bill for an act
1.2relating to capital improvements; authorizing spending to acquire and better
1.3public lands and other improvements for health and human services programs;
1.4authorizing the sale of state bonds; appropriating money.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. CAPITAL IMPROVEMENT APPROPRIATIONS.
1.7The sums shown in the column under "Appropriations" are appropriated from the
1.8bond proceeds fund, or another named fund, to the state agencies or officials indicated,
1.9to be spent for public purposes. Appropriations of bond proceeds must be spent as
1.10authorized by the Minnesota Constitution, article XI, section 5, paragraph (a), to acquire
1.11and better public land and buildings and other public improvements of a capital nature, or
1.12as authorized by the Minnesota Constitution, article XI, section 5, paragraphs (b) to (j), or
1.13article XIV. Unless otherwise specified, the appropriations in this act are available until
1.14the project is completed or abandoned subject to Minnesota Statutes, section 16A.642.

1.15    Sec. 2. PRIORITIES.
1.16    Subdivision 1. General. The Health Care and Human Services Finance Division
1.17of the House Finance Committee prioritizes the appropriations in this act as provided
1.18in this section.
1.19    Subd. 2. High priorities. (a) Department of Human Services: Moose Lake MSOP
1.20expansion-phase 2; systemwide asset preservation/safety and security; systemwide
1.21campus redevelopment, reuse, and demolition; Anoka���remodel west wing Miller
1.22building; and Ah Gwah Ching Regional Treatment Center.
2.1    (b) Grants to political subdivisions: Hennepin County Medical Center and Native
2.2American Juvenile Treatment Center.
2.3    Subd. 3. Medium. Grants to political subdivisions: Multicounty chemical
2.4dependency treatment facility and correctional center, Remembering with Dignity, and
2.5Gillette Children's Specialty Healthcare.

4.28    Sec. 5. BOND SALE AUTHORIZATION.
4.29    To provide the money appropriated in this act from the bond proceeds fund, the
4.30commissioner of finance shall sell and issue bonds of the state in an amount up to $....... in
4.31the manner, upon the terms, and with the effect prescribed by Minnesota Statutes, sections
4.3216A.631 to 16A.675, and by the Minnesota Constitution, article XI, sections 4 to 7.

4.33    Sec. 6. EFFECTIVE DATE.
4.34    Except as otherwise provided, this act is effective the day following final enactment.
