1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6 Section 1. CAPITAL IMPROVEMENT APPROPRIATIONS.
1.7The sums shown in the column under "Appropriations" are appropriated from the
1.8bond proceeds fund, or another named fund, to the state agencies or officials indicated,
1.9to be spent for public purposes. Appropriations of bond proceeds must be spent as
1.10authorized by the Minnesota Constitution, article XI, section 5, paragraph (a), to acquire
1.11and better public land and buildings and other public improvements of a capital nature, or
1.12as authorized by the Minnesota Constitution, article XI, section 5, paragraphs (b) to (j), or
1.13article XIV. Unless otherwise specified, the appropriations in this act are available until
1.14the project is completed or abandoned subject to Minnesota Statutes, section 16A.642.
1.15 Sec. 2. PRIORITIES.
1.16 Subdivision 1. General. The Health Care and Human Services Finance Division
1.17of the House Finance Committee prioritizes the appropriations in this act as provided
1.18in this section.
1.19 Subd. 2. High priorities. (a) Department of Human Services: Moose Lake MSOP
1.20expansion-phase 2; systemwide asset preservation/safety and security; systemwide
1.21campus redevelopment, reuse, and demolition; Anoka���remodel west wing Miller
1.22building; and Ah Gwah Ching Regional Treatment Center.
2.1 (b) Grants to political subdivisions: Hennepin County Medical Center and Native
2.2American Juvenile Treatment Center.
2.3 Subd. 3. Medium. Grants to political subdivisions: Multicounty chemical
2.4dependency treatment facility and correctional center, Remembering with Dignity, and
2.5Gillette Children's Specialty Healthcare.
2.8To the commissioner of administration for
2.9the purposes specified in this section.
2.12To design, construct, furnish, and equip
2.13phase 2 of the expansion of the Moose Lake
2.14Sex Offender Treatment Facility, including
2.15additional secure facilities for programming
2.16space and ancillary support/services
2.17facilities.
2.20To repair, replace, and renew needs specific
2.21to the operations of each regional treatment
2.22center such as code deficiencies, safety
2.23hazards, security deficiencies, and health
2.24risks.
2.27To repair, replace, and improve key building
2.28components and basic infrastructure
2.29necessary to redevelop and reuse surplus
2.30regional treatment center properties and to
2.31demolish buildings and campus infrastructure
2.32for current or future use.
3.1For design of renovation and construction of
3.2the Miller Building west wing as a clinical
3.3training, office, and support complex for the
3.4state-operated services system.
3.7For preparation and site development,
3.8including demolition of buildings
3.9and infrastructure, to implement the
3.10redevelopment and reuse of the Ah Gwah
3.11Ching Regional Treatment Center. If the
3.12campus is sold or transferred to a local unit
3.13of government, unspent portions of this
3.14appropriation may be granted to that local
3.15unit of government for the purposes stated in
3.16this subdivision.
3.20To the commissioner of administration for
3.21the purposes specified in this section.
3.23To Hennepin County for acquisition of
3.24land and predesign, design, construction,
3.25furnishing, and equipping an outpatient clinic
3.26and health education facility at Hennepin
3.27County Medical Center that includes
3.28teaching clinics and an education center.
3.29This appropriation is not available until at
3.30least $146,000,000 has been committed to
3.31the project from nonstate sources.
4.1To the commissioner of human services to
4.2design, construct, furnish, and equip a Native
4.3American juvenile treatment center on or
4.4near the White Earth Reservation.
4.8To the commissioner of human services
4.9for predesign of a multicounty regional
4.10chemical dependency treatment facility and
4.11correctional center in west central Minnesota.
4.12The commissioner shall consult with the
4.13commissioner of corrections on the predesign
4.14of the facility.
4.16To the commissioner of human services for
4.17grave markers or memorial monuments for
4.18unmarked graves of deceased residents of
4.19state hospitals or regional treatment centers.
4.22To Ramsey County to plan and design
4.23renovations for surgical suites and
4.24the pediatric intensive care unit. This
4.25appropriation is not available until at least
4.26$500,000 has been committed to the project
4.27by nonstate sources.
4.28 Sec. 5. BOND SALE AUTHORIZATION.
4.29 To provide the money appropriated in this act from the bond proceeds fund, the
4.30commissioner of finance shall sell and issue bonds of the state in an amount up to $....... in
4.31the manner, upon the terms, and with the effect prescribed by Minnesota Statutes, sections
4.3216A.631 to 16A.675, and by the Minnesota Constitution, article XI, sections 4 to 7.
4.33 Sec. 6. EFFECTIVE DATE.
4.34 Except as otherwise provided, this act is effective the day following final enactment.
