A bill for an act
relating to transportation; prescribing duties and powers of commissioner of
transportation with respect to passenger rail between Chicago and St. Paul;
authorizing use of design-build method of contracting in high-speed rail project;
proposing coding for new law in Minnesota Statutes, chapter 174.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin The commissioner may utilize the design-build method of contracting, under
sections 161.3410 to 161.3428, in connection with the planning, design, development,
and construction of a high-speed passenger rail line connecting Chicago, La Crescent,
Winona, Red Wing, and the Union Depot Concourse Multimodal Transit Hub, located in
downtown St. Paul in the area south of Kellogg Boulevard and east of Jackson Street.
