relating to education finance; authorizing a community schools grant to
Independent School District No. 286, Brooklyn Center; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin COMMUNITY SCHOOLS PILOT PROGRAM.

new text begin Policy and purpose. new text end

new text begin The purpose of this act is to provide a
sustainable and transferable framework for school districts to use to develop and
implement full-service community schools. The pilot program must document the steps
for the planning, implementation, and operation of a pilot full-service community school
district.

new text begin Subd. 2. new text end

new text begin Program goals. new text end

new text begin The goals of the community schools pilot program include:

new text begin (1) improving the coordination, availability, and effectiveness of services for
children and families;
new text end

new text begin (2) enabling principals and teachers to complement and enrich efforts to help all
children reach proficiency in math and reading;
new text end

new text begin (3) ensuring that children come to school ready to learn every day;
new text end

new text begin (4) enabling families to participate in the education of their children;
new text end

new text begin (5) enabling more efficient use of all federal, state, local, and private sector resources
that serve children and families;
new text end

new text begin (6) facilitating the coordination of programs operated by community-based
organizations, nonprofit organizations, and state and local government;
new text end

new text begin (7) engaging students as resources to their communities;
new text end

new text begin (8) engaging the business community and other community organizations as partners
in the development of full-service community schools;
new text end

new text begin (9) developing a model that can be replicated throughout the state as district wide or
individual building level full-service community schools; and
new text end

new text begin (10) providing support for other public schools in the implementation of full-service
community schools.

new text begin Full-service community schools. new text end

new text begin A school building intending to
become a full-service community school must participate in a community-based effort
to provide educational, developmental, family, health, and other comprehensive services
through community-based organizations and public and private partnerships. The
community-based effort must provide access to the range of community services for
students, families, and others in the community.

new text begin The pilot program community school district
must provide a set of scientifically-based performance measures which will assist in a
comprehensive formative and summative evaluation of full-service community schools.
The pilot program must develop a strategy for establishing sustainability of a full-service
community school district.

new text begin School calendar. new text end

new text begin The pilot program community school district must
establish a district calendar and student school day that maximizes the efficient delivery of
educational and community-based services.

new text begin Independent School District No. 286, Brooklyn Center, upon
approval from the commissioner of education, may request licensure waivers from the
Board of Teaching and the Board of Administrators for flexibility to hire or contract with
otherwise qualified community partners to deliver educational and community services.

new text begin Reporting. new text end

new text begin The pilot program must disseminate information on the
full-service community schools to other public school districts in Minnesota and must
report the results of its activities to the education committees of the Minnesota legislature
by January 15, 2011. The report must also include a list of any state law or rule that
impedes the effective delivery of services or the sharing of information between the school
district and its community partners.

new text begin $350,000 is appropriated in fiscal year 2010 from the general fund to the
commissioner of education for a community schools pilot grant under section 1 to
Independent School District No. 286, Brooklyn Center.
