  1.1                          A bill for an act 
  1.2             relating to agriculture; providing environmental 
  1.3             compliance grants for feedlot upgrades; appropriating 
  1.4             money.  
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION; FEEDLOT ENVIRONMENTAL 
  1.7   COMPLIANCE GRANTS.] 
  1.8      $....... is appropriated from the general fund to the 
  1.9   commissioner of agriculture for the biennium ending June 30, 
  1.10  2003, for purposes of making grants to feedlot operators for 
  1.11  upgrading existing, out-of-compliance animal feedlots with a 
  1.12  capacity of under 1,000 animal units.  Each $3 of state 
  1.13  cost-share grant money must be matched by $1 of nonstate money 
  1.14  as provided in Minnesota Statutes, section 116.07, subdivision 
  1.15  7, paragraph (p), and the maximum amount of a grant for any 
  1.16  livestock producer or feedlot compliance project is $........  
  1.17  The commissioner shall develop guidelines for equitable, 
  1.18  statewide disbursement of feedlot compliance grants.
